The Solution
Under
The U.S. Environmental Protection Agency's Acid Rain Program, companies
will receive large penalties if they emit more pollution than they are
allowed. Only a limited number of allowances are available each year. Once
those allowances are used, no more can be issued. When the Acid Rain Retirement
Fund buys
pollution allowances, instead of using or trading them, we retire them.
In other words, each allowance the Acid Rain Retirement Fund buys prevents
a ton of SO2 pollution. That is pollution that will never make it to a
smokestack, never make it to the sky and will never become acid rain. We
won't stop all SO2 from being emitted, but we will reduce
it. According to one study, each ton of pollution we buy prevents over
$4,000 in damage to environmental and human health. |
