By using a proactive, instead of a reactive, agenda the Bayside Neighborhood Association (BNA) has ensured that they have been involved in the process of defining how the development of Bayside has occurred. An example of this is when members wore badges, identifying themselves as the Bayside Neighborhood Association, while attending city agency meetings.
Sandy Elder has sought to create a nonconfrontational relationship with the City of Portland and this has proven to be effective. Mayor Leeman has appointed a Bayside Area Task Force to work with BNA in creating policies and achieving goals that are equitable for all concerned. Sandy Elder, BNA President, writes "The economic development of Portland has in many ways been unkind to Bayside. Mistakes should be corrected. We need new industry and business. We also need plans to ensure that the diversified multi-cultural fabric that is Bayside will be protected and enhanced." (City of Portland 2000, 11).
It appears that the City of Portland and BNA have a relationship that will continue to foster responsible development for their community. A problem that they must address; is how notification of meetings are delivered. Newspaper listings and mailings to property owners is the method used for notification at present. The problem is that this process neglects to inform tenants of rental properties. It also does not take into account the multi-lingual communication problem that exist in Bayside. This communication problem is one of the reasons why BNA needs to continue to work with city officials and must continue to be effective as they serve the community and its residents.
