USM CAMPUS SAFETY ALERT
June 27, 2008

The following information is being sent to you on behalf of USM Police, who received the information from the Portland Police Department. If you have any questions, please contact contact Detective Kelly J. Gorham with the Portland Police Department Intelligence Unit at 207-874-8933 or USM Police at 207-780-5211.

The Portland Police Department has distributed a neighborhood notification concerning Steven Ricci. Ricci is scheduled to be released from jail on Friday, June 27, 2008, and plans to reside at 915 Brighton Avenue, Portland, (west of the intersection of Brighton and Capisic St.).

Ricci’s date of birth is 03/02/64, and he is described as a white male, 5 feet 9 inches tall, 180 lbs., with brown hair and brown eyes. Given what police describe as Ricci’s extensive history of indecent conduct and assaultive behavior, we are sharing with you the following excerpts from the Portland Police Department’s notification.

In the fall of 2006, Mr. Ricci was charged with Attempted Sexual
Abuse of a Minor after he attempted to lure a teenage girl into his
vehicle to have sex. Mr. Ricci pled guilty to Indecent Conduct and
Violation of Conditions of Release, and has additional convictions of
Indecent Conduct and Engaging a Prostitute. Mr. Ricci is thought to
be a high risk to re-offend. Mr. Ricci will reside at the above
address (915 Brighton Ave.) without supervision. Mr. Ricci is no
longer on probation: therefore, he will not have any conditions to
abide by.

Maine law does not require Ricci to register as a sex offender;
however, the Portland Police Department believes that the
circumstances and patterns of his violations warrant a community
notification.

This information is intended for public safety and community
awareness purposes only. Use of this information to threaten,
intimidate, or harass Steven Ricci may result in criminal prosecution.

If you have any questions or concerns, please contact Detective Kelly
J. Gorham, with the Portland Police Department Intelligence Unit at
(207) 874-8933.

Members of USM’s campus community also can contact USM Police at 780-5211.

USM Police offer the following safety tips:

*If being followed, go directly to a populated place.

*Check your vehicle before getting in.
*Lock your vehicle immediately after entering.

USM SAFETY ALERT
UPDATE
January 29, 2008

The following Safety Alert is being distributed on behalf of USM
Police, per order of Lieutenant Ron Saindon.

Steven Ricci, the Portland man charged with attempted sexual abuse of a minor, was NOT released to his home on outer Brighton Avenue.

Ricci, the subject of a USM safety alert that was issued Friday evening, January 25, is temporarily under armed guard at Spring Harbor Hospital in Westbrook. He is scheduled to remain there until
state officials can place him in a residential treatment program for sex offenders. Earlier plans called for him to be released to his home on Brighton Avenue on Monday, January 28.

USM’s safety alert of Friday evening included graphic language, which described Ricci’s intent to commit a violent crime against a woman.  Some members of the campus community rightfully expressed concerns about the use of that language. Given Ricci’s history, however, we decided to include that language to underscore the serious public safety threat posed by his anticipated release.

These alerts are distributed in compliance with the federal Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act.
That federal law mandates, in part, that colleges and universities provide updates on criminal activities  -- on campus or in the surrounding community -- considered threats to public safety.

Finally, please bear in mind that USM Police offer escorts to students, faculty and staff who feel unsafe for any reason. USM Police also are available to respond to any reports of suspicious
persons or activities. (Note: Lewiston Police respond to police calls from Lewiston-Auburn College.)

As always, please feel free to call USM Police at 780-5211 if you have any questions, concerns or ideas.

At approximately 11 p.m. on Friday, September 8, 2006, a female student was approached by an unknown male at the rear of Upton
Hastings Hall, Gorham,  near the entrance to the offices of the Department of Residential Life.

The male, described as white, early- to mid-20s, tall, husky build, clean shaven, wearing a white T-shirt and black ball cap, backed the female student up against the brick wall of the building, telling her they "should go to a party."

Although no direct physical contact was made, the female student was  unable to move from the wall.  The male quickly left when a group of  students came out of the Brooks Student Center.

USM Police immediately searched the campus, but could not locate the male suspect.  It is unknown if he is a USM student.

September 14, 2006

On Tuesday evening, September 12, 2006, a small group of students was sitting at a table having dinner in the Brooks Dining Center.

Overheard were words to the effect, "I have a gun in my car." The perpetrators then apparently followed the men from the first table outside and chased one of the group. USM Police continue to investigate this incident as a hate crime.
