Composition of Facilities and Administration (F&A) Cost Rates

The funding of F&A Costs through a project is intended to reimburse the University for items that the University commits in support of a project, but which can not be easily assigned.

On a multi-year basis, the University negotiates F&A Cost Rates with the U.S. Department of Health and Human Services. These rates apply to all University research, training/educational, and public service activities conducted through externally funded projects.

The OSP will make a final determination as to which of our rates is proper for your project and, in accordance with sponsor requirements, what rate is recoverable.

The University has finished final negotiations of F&A Cost Rates. The detailed breakdown can be found through the University of Maine System.

Note that projects carried out under either a State/University Cooperative Agreement or an Agreement to Purchase Services will carry a Facilities and Administrative (F&A) Rate of no less than one-half of the Federally negotiated rate for the specific type of project being proposed.

F&A Costs are applied to all direct costs other than: equipment items costing in excess of $5,000 each, the portion of major subcontracts in excess of $25,000, alterations and renovations, student tuition remission, scholarships, fellowships, and rental and maintenance of off-site activities.
