The institute links leading scholarship with policy and practice to improve health care and human services for people in Maine and throughout the U.S.

Program Evaluation & Organizational Assessment
The Muskie School uses a variety of methods and tools to evaluate programs for adherence to evidence-based principles. We can also assist you with organizational assessments, including mergers and the creation of strategic partnerships.
Evaluation Planning
The Muskie School develops logic models and other instruments to support your agency as you build your own capacity for evaluation and assessment. We also develop survey instruments and provide guidance and assistance in conducting community assessments.
Curriculum Design & Meeting Facilitation
The Muskie School designs and delivers training curricula that is customized to your system/ organization. We provide staff development on topics such as supervisory coaching, team facilitation, and evidence-based practices. We can also provide your staff group process facilitation to maximize your productivity in meeting outcomes.
Data Collection & Database Design
The Muskie School customizes Access databases to best meet your data collection and reporting needs.
Continuous Quality Improvement (CQI)
The Muskie School assists agencies in measuring and monitoring ongoing quality improvements in agency practices and services. We develop customer satisfaction surveys, peer review tools, outcome measures, and program evaluation processes as part of a larger agency CQI framework.

Policy Brief on Federal Health Care Reform
In this policy brief, Dr. Andrew Coburn of the Muskie School discusses three of the main components of the Patient Protection and Affordable Care Act (ACA): health insurance coverage, delivery system improvement, and cost containment, highlighting some of the provisions of the law that have already been implemented and those where important implementation decisions will have to be made.
