Charles S. Colgan is a Professor of Public Policy and Management in the Edmund S. Muskie School of Public Service at the University of Southern Maine and chair of the Master's in Community Planning and Development program. He is also associate director of the USM Center for Business and Economic Research and a senior fellow at the Center for the Blue Economy in Monterey, California. He served as chair of the State of Maine Consensus Economic Forecasting Commission from 1992-2010. Prior to coming to USM, he served in the Maine State Planning Office under three governors. He received his BA from Colby College and his PhD in Economic History from the University of Maine.
