USM PROFFESOR CITED FOR EDUCATIONAL LEADERSHIP

David L. Silvernail, USM professor of Education and director
of USMÕs Center for Educational Policy, Applied Research and
Evaluation (CEPARE), has been honored by the Maine Coalition
for Excellence in Education. He is one of this year's recipients
of the Education Leadership Award for his work on the new
Maine state school funding law, the "Essential Programs and
Services" Act, that he co-wrote with Wesley Bonney of the
Maine State Board of Education. Passed by the Maine State
Legislature in 2003, the law is the first targeted funding
law based on in-state research in the country. Silvernail
became CEPAREÕs founding director in 1992, has been a USM
faculty member since 1977, and is co-director and a founder
of the Maine Educational Policy Research Institute. As vice
chair and chief researcher for the GovernorÕs Task Force on
School Efficiency, Silvernail proposed reducing costs through
school district consolidation, for which he received an appreciative
mention in the Governor's State-of-the-State speech.
