Kenneth R. Feinberg, Esq. to give 15th Annual Coffin Lecture on 9/11 Funds October 2 , 2006 Kenneth R. Feinberg, an attorney and appointed Special Master of the Federal September 11th Victim Compensation Fund will present the University of Maine School of Law Frank M. Coffin Lecture on Law and Public Service to be held at 7 p.m. on Thursday, October 18. The lecture, “The 9/11 Fund: Private Pain and Public Compensation” will be held in the Abromson Community Education Center in Portland. As Special Master of the Federal September 11th Victim Compensation Fund of 2001, Feinberg developed and announced the regulations governing administration of the Fund and managed all aspects of the program, including evaluation applications, determining compensation and disseminating awards. The Frank M. Coffin Lecture on Law and Public Service was established in 1992, and honors a distinguished member of the United States judiciary and longtime friend of the University of Maine School of Law. Judge Coffin, appointed to the United States Court of Appeals First Circuit by President Lyndon B. Johnson in 1965, sat on the court for 21 years until he served as Chief Judge and later Senior Judge. He is now retired. The annual Coffin lecture is free and open to the public.
