Noncompetitive Internal Promotions, Transfers, and Voluntary Demotions

From time to time, the University may opt to fill a professional position vacancy
through noncompetitive promotion, lateral transfer, or voluntary demotion of a
person within the division in which the vacancy has occurred. This option may
be possible under the following conditions.

The filling will result in affirmative action
for a member of a protected
class, i.e., female, minority, person with a disability, Vietnam era and
disabled veterans; and the person is well qualified for the job. Yearly
evaluations should be considered in assessing ability to perform the job.

The filling will result in a desired move
for a person not in a protected
class who is well qualified for the job. Yearly evaluations should be
considered in assessing ability to perform the job.
Before implementing this option for members of the professional bargaining unit,
refer to any articles in the collective bargaining agreement regarding layoff and
recall.
A decision to fill a position noncompetitively must be approved by the Executive
Director, Office of Campus Pluralism and Equal Opportunity. Approval must also be
given by the Division Vice President. The Position Authorization Form, job
description and resume must be approved by these offices before the noncompetitive
promotion is finalized.
