Course description: This course focuses on alternative and conflicting approaches to the role(s) of debt, private and public, in a modern macroeconomy, debt as a mechanism sustaining aggregate demand growth, debt as source of cyclic instability ("bubbles"), debt expansion as a part of counter-cyclical policy, debt as a long-term constraint on policy possibilities. The broad question addressed in the course: what are the real constraints on policy for a nation with a sovereign currency, the limits on what we can afford, now and for the future? Prerequisite: ECO 301.
